Chairman & Managing Director: Gary Gibbs

Coastal Phoenix Investments has developed, consulted and managed a wide variety of multi-family and rental housing projects in the US.  Our founder, Mr. Gary Gibbs has acted as principal and consultant in all types of affordable rental housing utilizing conventional and tax exempt financing.  Mr. Gibbs is known for pioneering innovative housing financing strategies. He was one of the first to utilize the Section 8 Elderly Housing Program for new construction and served as consultant to the development of the first HOME financed project in Louisiana.

Active in the development and construction of all types of housing for 30 years.

Gary Gibbs' experience covers most areas of multi-family rental housing available in the marketplace. Mr. Gibbs has acted as principal and consultant in all types of affordable rental housing utilizing conventional and tax exempt financing. Mr. Gibbs is known for pioneering innovative housing financing strategies. He was one of the first to utilize the Section 8 Elderly Housing Program for new construction and served as consultant to the development of the first HOME financed project in Louisiana.

Gibbs background consists of the study of Engineering in College, working in an Architectural Firm that his father was part owner of while in his High School years, working construction in all facets from site work to punch out, and learning finance from the time he was 21 from his activity in both the financing of Section 23 properties to his financial structuring for developments beginning in the Section 8 Program and continuing to the present. Gibbs is well versed in conventional and tax exempt financings including FNMA, Freddie Mac, FHA Insured Mortgages, privately placed tax exempt financings, and bridge financings for mezzanine debt.

Gibbs has closed affordable transactions with State Agencies located in Ohio, Georgia, Arkansas, Louisiana, and Mississippi.
